The purpose of the bushing is to calibrate the case neck down enough to seat a new bullet.
To find the correct measurement, a loaded cartridge must be measured before firing.
This value is converted to inches.
Then 1/1000 inch is subtracted, as the case neck rebounds about 0.5/1000 inch and 0.5/1000 inch "Grip" is required to hold the bullet securely.
Then you have the correct bushing size in inches.
Example:
The case neck of a .223 Rem. cartridge measures 6.30 mm
divided by the value "25.4" results in 0.248 inches.
Now calculate this 0.248 inches minus 0.001 inches (the 1/1000 mentioned above), resulting in 0.247 inches. 247 is the desired bushing sizefor the measured .223 Rem. cartridge.

Note: The neck diameter of a firedcase is completely irrelevant for determining the bushing size.
